VI GroupHolds Dedicated Meeting with the Ministerial Delegation of the Saudi Ministry of Industry and Mineral Resources

On 29 October 2025, VI Group held a dedicated meeting in Shanghai with the ministerial delegation of the Saudi Ministry of Industry and Mineral Resources. The discussions focused on the development of critical minerals, exploration licensing mechanisms, full value-chain coordination, and models for international cooperation.

During the meeting, the Saudi Ministry of Industry and Mineral Resources outlined Saudi Arabia’s key initiatives to advance the mining sector under the Vision 2030 framework. These included multiple rounds of mineral exploration licence tenders planned for 2025; the use of a Pre-Qualification Questionnaire (PQQ) mechanism to screen international participants with appropriate technical and financial capabilities; the provision of pre-competitive geological data to qualified investors through the Tadeen data platform; and policies encouraging international capital to participate in an integrated “exploration–development–processing and manufacturing” approach. The Saudi delegation also highlighted the Arabian Shield, noting its relatively low level of exploration but significant mineralisation potential, with prospects for large-scale development of copper, gold, and a range of critical minerals.

VI Group, drawing on verified operational data from producing mines in Australia, presented its execution capabilities across mergers and acquisitions integration, production stabilisation and uplift, cost optimisation, and compliance governance. The presentation focused on operational key performance indicators, demonstrated production improvement outcomes, and governance frameworks. VI Group further explained how it leverages internationally recognised standards such as the Joint Ore Reserves Committee (JORC) Code, together with Australia’s mature investment and regulatory environment, to deliver practical and executable pathways supporting Saudi Arabia’s strategy of “domestic processing and manufacturing combined with global critical minerals supply chains.” The meeting established a clear framework for further engagement in critical minerals and mining investment and laid the groundwork for substantive follow-up discussions on specific exploration projects, cooperation models, and upcoming licensing rounds.

The in-depth exchange with the Saudi ministerial delegation in Shanghai not only strengthened mutual understanding in the areas of critical minerals and mining investment, but also created additional scope for future dialogue on international mining cooperation, project implementation, and industrial collaboration.
